IRA and infrastructure law water funding frozen on day one (January 21, 2025)

January 21, 2025 — One day into his second term, President Trump signed Executive Order 14154 directing all federal agencies to immediately pause disbursements under the Inflation Reduction Act and the Bipartisan Infrastructure Law — a freeze that swept in billions of dollars already appropriated by Congress for drinking water and clean water infrastructure, including the State Revolving Fund programs that serve as the backbone of federal investment in water systems nationwide. The White House Office of Management and Budget reinforced the freeze with a memo the same day.

The SRFs provide low-interest loans to states and localities for drinking water treatment, lead pipe replacement, wastewater management, and stormwater control. The Bipartisan Infrastructure Law had added a critical $50 billion infusion over five years to address a long-accumulating backlog — money that, after decades of federal disinvestment, was the first significant federal water infrastructure investment in a generation. That five-year window runs out in 2026, making any delays in disbursement permanent losses that cannot be recovered.

Courts moved quickly: a restraining order blocked the broadest elements of the freeze within days. But the disruption lingered for months, with states reporting that grant reviews, formula calculations, and disbursement approvals remained in administrative limbo well into spring 2025. Every single U.S. state has at least 2,800 active lead service lines supplying water to people's homes; the freeze directly threatened the pace of programs underway to identify and replace them.
